PUBLIC ACCESS DEFIBRILLATION

 

            The Board of Education recognizes that cardiac emergencies may arise that justify the use of an Automatic External Defibrillator (AED).  To this end, the district shall provide and maintain AED equipment for use by qualified personnel. The Superintendent of Schools shall ensure that the use of AED equipment as outlined in this policy is integrated into the District emergency management plan and school safety plan as appropriate.

 

            The school nurse will be the AED Coordinator.

 

            A physician and/or a Department of Health Article 28 licensed hospital shall be appointed as the Emergency Health Care Provider and shall provide medical oversight for the use of the AEDs within the district. The district and the Emergency Health Care Provider shall develop a written collaborative agreement which contains all the provisions for the administration and use of this equipment including training requirements, location of AED units, the maintenance and inspection of AEDs, the identification of local emergency response providers and assurances 911 will be called immediately for emergency assistance.

 

            The AED Coordinator shall maintain a list of personnel authorized to use the AED.  These staff members will have current certification in CPR and in the use of the AED from a recognized training agency.  Staff members shall provide the Roxbury Central School District with a copy of their current certification.  Training in the use of the AED will be voluntary except for the school nurse.  The use of CPR and the AED in accordance with the training and approved protocols shall be considered within the scope of the employment of the staff member. The trained and certified personnel present in the building shall constitute the Responder Core Team.  In the event that a greater number of staff respond to an emergency than are needed, the AED coordinator shall determine the Responder Core Team.

 

            The Superintendent of Schools shall ensure that AED equipment is available on-site in quantities adequate to ensure ready and appropriate access for use during emergencies. The specific location of the AEDs will be communicated to all staff members. School administrators shall ensure the presence of at least one staff person who is trained in the use and operation of an AED:

 

·           whenever public school facilities are used for school-sponsored or school-approved curricular or extracurricular events or activities, or

·           whenever a school-sponsored athletic contest is held at any location.

 

            Where a school-sponsored competitive athletic event is held at a site other than a public school facility, the public school officials must assure that AED equipment is provided on-site.
