PUBLIC PARTICIPATION AT BOARD MEETINGS

 

The Board of Education recognizes its responsibility to hear and respond to public comment, and therefore encourages public participation at Board meetings.  All Board meetings shall be open to the public.  There will be a specific agenda item for public comment at each Board meeting to provide an opportunity to address the Board.

 

The Board recognizes its responsibility to conduct the business of the district in an orderly and efficient manner.  The Board will, therefore, require reasonable controls to regulate public presentations to the Board.  A reasonable period of time, not to exceed 30 minutes (which may be waived by a majority vote of the Board), shall be set aside during the first part of each regular and special Board meeting during which the taxpayers, community citizens, school personnel, and school students may openly express themselves directly to the Board.  Persons wishing to speak should first be recognized by the President, then identify themselves, any organization they may be representing at the meeting and the agenda topic they wish to discuss.  Comments should be kept as brief as possible and relate to school matters.

 

The President is responsible for the orderly conduct of the meeting and shall rule on such matters as the time to be allowed for public discussion, the appropriateness of the subject being presented, and suitability of the time for such a presentation.  The Board as a whole shall have the final decision in determining the appropriateness of all such rulings.
