(NYSBA School Law Section 12:88)
ATTENDANCE
Attendance is taken at 8:19 a.m. in the first period class. A student must be in his/her first period class by 8:19 a.m. No student should be in the classroom prior to 8:00 a.m.
Notice is made to the main office of any pupil not present in any class at the beginning of each period as expected. A student is to report to his/her assigned class or study hall before going to the office, nurse, library, locker, etc. and receive permission to leave first, so he/she will not be marked late or absent. Students who stop at the bathroom between classes must be on time to class.
A student who arrives late to school is to report, immediately, to the main office before going to any other location to notify the attendance officer, and receive a pass to class. When a student has been absent for any reason, New York State law requires that he/she brings a note to the attendance officer, as soon as possible, signed by the parent/guardian, stating the reason for the absence.
A student cannot leave the school building between 8:15 a.m. and 3:00 p.m. without permission from the principal’s office for each situation, unless they have permission at lunch time.
Bus students cannot leave the school building from the time of arrival until the time of dismissal without permission from the principal.
School dismissal is at 3:00 p.m. At the close of school, a student is to leave the building unless the bus is late, he/she is staying for a regularly scheduled event, an extracurricular meeting, or extra help with a teacher. Students assigned to after school detention must report there immediately.
Parents of students who ‘skip’ school or who are illegally absent will be contacted and expected to confer with the principal regarding the circumstances and actions to be taken. All students who are absent assume all responsibility for getting all assignments and making up all work promptly. Students who miss a test due to an illegal absence may receive a ‘zero’.
Parents are notified when a student is chronically absent, cuts class, is frequently late, or continues to leave early. If the problem continues, one of the following measures may result:
a. After-school detention, and/or In-School Suspension.
b. A parental conference.
c. Or a possible referral to Family Court.
A bell rings three (3) minutes after the end of each class. Any student reporting late after this bell must have a pass from the staff person causing that lateness. If the lateness was caused by the student, the teacher may notify the parents or principal or may keep that student after school. Students who are late often, even after staying after school, will be reported to the office to receive detention after school, or In-School Suspension.
A teacher will not excuse a student from class or study hall to go to the guidance office, see a teacher, etc., unless that student has a presigned pass in his/her possession before the beginning of the period. The exception may occur when advance-posted schedules serve as a pass for a guidance conference, instrumental lesson or visitation to the nurse.
A student going to the library may be granted permission if he/she has a presigned pass from a teacher to do library work or if the study hall teacher allows the student to sign the library list. Students should travel directly to their destination and not wander nor loiter in the halls or lavatories.
APPOINTMENTS AND EARLY DISMISSALS
No student may be released from school to anyone other than the parent, guardian, child protective services personnel and law enforcement officers pursuant to law, unless the individual’s name seeking release of the student appears on a list provided by the parent or guardian. This rule will be strictly enforced beginning September 4, 2002.
Parents are urged to make appointments with physicians, dentists, special tutors, etc., after school hours. If a request is necessary, parents should make note of the date, time and reason for the release. Children cannot be excused without written request by parent/guardian, and must be released in the care of parent/guardian, unless otherwise noted.
Early excuses for emergency reasons should be requested in writing by a parent/guardian. Medical releases are handled through the Nurse’s Office. All other reasons for release must go through the Main Office, and students must be picked up in the Main Office, by a parent or guardian. The person seeking the release must sign the register in the office.
LUNCH
Students in grades K-12 are not allowed to leave the building for lunch unless granted that honor privilege (grades 10-12). The cost of school breakfast and lunch is as follows:
Kindergarten - Grade 12
Breakfast........ $ 1.25
Lunch............. $ 1.50
Free and reduced lunches are available for those who qualify. The Secretary to the Superintendent has application forms. We hope students will use this opportunity to receive nutrition.
Students, with honor privileges , may leave school grounds during his or her lunch time only if a note from the parent is submitted to the Principal’s office, and they are in grades 10-12.
Only in emergency situations may lunch be charged in the cafeteria between 8:00-8:19, with special permission.
No food, such as candy, lollipops, sandwiches, ice cream, beverages, potato chips, etc., is allowed outside of the cafeteria. A student is not to bring any glass bottles to school. There is no eating or drinking of foods in the hallways or in any 7-12 classroom without prior approval by the Principal or classroom teacher.
GUIDANCE SERVICES
The Roxbury Central School Guidance Department will work to aid each student in Grades 7-12 in adjusting to the routine and demands of school life. The Guidance Counselor will, through individual and group conferences and appropriate testing, help students to understand themselves, to utilize their abilities and talents, and to make sound choices and decisions. This may require conferences and testing.
Guidance services include educational counseling in the selection of academic programs and courses, information for college admissions and financial aid, vocational counseling through the school’s Career Guidance Program, working with Armed Services recruiters and the BOCES Occupational Center, and personal counseling with the possible referral for students who have a problem that is physical, social or emotional. We will offer discrete assistance. Passes are available upon request, and appointments should be made by the guidance secretary and scheduled during study halls or lunch time.
SCHEDULE CHANGE - ADD/DROP
A student wishing to Add or Drop a course should talk to the classroom teacher about the situation before conferring with the Guidance Counselor. Students must obtain the written permission of their parent or guardian to make course changes. Students may not add or drop a course after the Friday of the second full week after the course has been in session. In certain circumstances, course changes may occur after the second full week of school with the permission of the Superintendent, teacher, counselor and the parent or guardian.
If a student drops out of a full-year subject, he/she will receive no credit.
A full-year course may not be entered late for one-half credit.
A student is permitted to take only one required course at one time in one subject area; except they may take two in their Senior year if it leads up to graduation. Use of summer school is encouraged to address failure in courses, and to avoid retention and conflicts in scheduling in the next year.
STUDENT TRANSFER
A student knowing that he/she will be transferring from Roxbury Central to another school during the school year is to pick up a Transfer/Check-Out Sheet in the Guidance Office in advance. A student should allow one full school day for completing this form as many signatures are required. This is to be completed and returned to the Guidance Office before departure. All books must be returned to the teachers and all debts paid before leaving the district.
FREEDOM OF INFORMATION LAW
Eighteen year-old students and all parents are permitted to view their individual student records located in the Guidance Office from 8:30 a.m. to 3:00 p.m. during regular school days. It is advised that interested parties call for an appointment to view student records.
The Board of Education believes that the district administrators should have final responsibility in determining the parameters for student schedules and course loads. All student schedules must conform to state requirements, and work to enhance student learning opportunities and improve individual academic achievement. Students shall be required to carry a course load equivalent to five (5) units per semester in addition to the physical education requirements, unless the Superintendent of Schools has given permission to carry a lesser load due to extenuating circumstances such as employment, community service, school service, etc.
HONOR ROLL
To qualify for the Honor Roll, the following requirements are to be met at the end of each marking period:
1. A student whose quarter average is 90% or more, without a Incomplete obtains High Honors (Superintendent’s List).
2. A student whose quarter average is 85-89.9%, without a Incomplete earns Honor Roll status.
Students on the Honor Roll and Superintendent’s List are publicly acknowledged at our assembly programs.

PASSING OR FAILING A COURSE
Passing or failing a course is determined by the final average which must be 65% or more. EXCEPTION: Passing a Regents exam provides a passing final average for the course. If the Regents mark is higher than the school final average, the Regents mark is used also for the final average mark.
INTERIM REPORTS TO PARENTS - TWO WEEK REPORTS
Two Week Reports are mailed at the mid-point of that marking period to parents of those students who are in danger of failing a course or those that have made exceptional progress in a course. If you are not receiving a report from a specific teacher and would like to be receiving one, please contact the guidance office or the building principal.
HONOR PRIVILEGE CRITERIA: GRADES 7-12
This system should: accentuate the positive; eliminate the present ineligibility policy; eliminate weekly progress reports; have teachers writing out progress reports every two weeks for students at risk (of failing); encourage teachers to write out positive progress reports at their discretion; not allow students who are suspended in or out of school to get any privileges for the quarter; revoke privileges immediately to students who break school rules; ‘wipe the slate clean’ for each student at the start of each quarter. (Except in cases of severe misconduct as determined by the building administration.)

Please note: Any student who loses their privileges during a marking period but maintains a qualified grade point average can apply for reinstatement of privileges at the start of the new marking quarter, with the approval of the building principal.
EXAMS
Each student is required to take a written mid-year exam and final exam in all full-year subjects. Each of these exams counts 1/6 the final average. For one semester course, the final exam counts 1/3 of the final average. In some cases with approval by the Principal, a project or alternative form of authentic assessment may be used in place of a mid-term or final exam. A copy of all exams are to be pre-approved by the Principal, at least one week in advance, before administering that exam.
RETENTION IN 7TH & 8TH GRADE
A Junior High student should pass all subjects in order to insure promotion. If a student fails one or two subjects, his/her promotion will be considered on an individual basis. Failure of three or more core area subjects will result in retention in the grade. Promotion will depend upon successful completion of courses and recommendations by the Middle School teaching team. Students, who earned at least a grade of 50, may attend Summer School to retake failed subjects. If successful, they will be promoted to the following grade.

A student may drive to school as long as he/she has written permission from a parent or guardian and prior permission from the Principal, drives in a reasonable manner, and arrives to school on time. However, such student is not to return to his/her vehicle during school hours nor move it at the close of school until all the buses have left, regardless of where the car is parked. A student who does not adhere to this policy may lose his/her privilege and is then required to ride the bus, or to be brought to school by a parent or guardian. Student Parking is only permitted in the lot next to the Public Library. If a student feels that they must go to their car during the school day, approval must be granted by a building administrator. Students are absolutely forbidden to self-medicate without a special directive from their private physician. Medications must be sent with a note from the prescribing doctor with the prescription container, and a detailed message of its proper use or the school CANNOT administer them to students. Parents have to sign a consent form to have the medicine administered. This is New York State Education Law. Parents and students should give full cooperation to the school nurse. All medications must be in a labeled bottle from the pharmacy. No injectable medication will be administered.
Physicals
A student who is a member of an athletic team must have a physical exam by the school physician or their personal physician before the start of practices. He/She cannot participate in any practice or contest until after the physical is approved by the school physician. It is advisable not to negotiate the stairs while classes are passing. A note is required from the doctor to use the elevator. If a doctor restricts a student’s activity, a release from the doctor is required before the student is allowed to resume full activity, including sports and physical education classes.
Insurance
The school provides insurance for all students. This plan covers all students while they are participating in school-sponsored activities. This insurance is of the excess-coverage type. Claims must first be submitted to the parents’ primary insurance carrier. The Insurance Plan will aid in the payment of residual costs. The following procedure must be followed to expedite payment of claims:
1. The teacher of the activity must be advised, by the student or parent, that an injury occurred. The school must make a report to the insurance company within 20 days of the injury.
2. Students and/or parents should inform the physician, hospital and/or dentist involved to submit a claim to the parent’s insurance carrier.
3. After a claim has been filed, and students have been informed that their parent’s insurance will cover only part of the claim, the students parent or guardian then should request a claim form from Mrs. Serrie for the balance of the bill.
4. The completed form should be sent to the insurance company.
5. All claims must be filed within one year of the date of injury.
Immunizations
New York State law requires that all students must be immunized with 3 DPT’s, 3 OPV/IPV, 2 MMR’s, 3 Hepatitis B’s and 1 Varicella before entering school. A transfer student is required to show proof of immunizations prior to admission.

Cheerleaders are under the direction of the cheerleading advisor. Every winter, extensive practice sessions and tryouts are held for the purpose of selecting the squad. Cheerleaders will perform at basketball games and at other special events.
